How about this general rule: I didn't read it. My staff didn't read it. I don't even have a copy of what I am voting on. Therefore the vote is NO! and will remain NO! until I have a reason to vote yes.

In general "No" votes can be changed to "yes" if a bill doesn't pass, but a "yes" vote is likely to be permanent lf it does pass.
