Feinberg Says "Tough Decisions'' Lie Ahead in Administering $20 Billion Oil Spill Victims' Fund

WASHINGTON - Workers who lost income because of the BP oil spill can be compensated under a $20 billion victims' fund even if oil hasn't washed up near their business, says the official chosen to oversee distribution of the money.

"Physical presence of oil should not and will not be the only requirement," said Kenneth Feinberg, the fund's administrator, on Fox News Sunday.

In judging whether an applicant qualifies for compensation, Feinberg said he and his staff will determine "are you losing business this year because you can't take charter fishermen out to fish, you can't take a charter boat for sightseeing, you can't go into the marshes of Louisiana."

But he acknowledged "tough decisions" ahead about who should qualify for compensation.

Feinberg also said a separate $100 million fund, which BP agreed to establish for people affected by the Obama administration's six-month moratorium on deepwater drilling, would be limited to rig workers. "It will be limited to the rig workers who actually (were) employed on the rigs, subject to the moratorium," Feinberg said on Fox. "It is not also to be used for businesses or other subcontractors. It is an employee-based limited fund."

That could leave contractors, such as those that provide catering and other services to rigs without compensation for lost wages during the moratorium. The administration's moratorium was blocked by a temporary restraining order from a federal judge, though an appellate court is reviewing that decision and members of the Obama administration are developing a new moratorium they hope will pass judicial muster.

(/Snix)....who saw that coming? The FR poster who described BP's $20B as "the largest campaign contribution in history." That's who.

JUST WONDERING How did the admin arrive at $20 billion without the benefit of a full investigation of the causes and without a final solution for the problem? How come the $20B agreement between Ohaha and BP was not published?

The buzz is Joe Biden was tapped as the point man----and told BP---"you give us $20B or we'll take it from you." Biden is the person to watch like a hawk w/ $20B campaign funds floating around.

Paradigm Global Advisors is owned through a holding company by the vice president's son, Hunter, and Joe Biden's brother, James, according to the paper. Paradigm's attorney, Marc LoPresti, who represents Hunter Biden and James Biden, as well as Paradigm, told the paper he did not know which Stanford entity invested the roughly $2.7 million. He told the paper the Bidens never met or communicated with Stanford.

QUESTION While we’re on the subject of slush funds, where did all of Ohaha's so-called ‘Stimulus’ money go?............

ANSWER Most of the stim is still in Washington---controlled by Biden and Ohaha. Some of it is hidden in the states with endangered Dems---ballyhooed under the guise of "creating jobs."

CASE IN POINT In the state of NJ, investigative news reports say Ohaha sent $14.5B stim that just disappeared......as incumbent Dem gov (ex-Goldman Sachs head) was trying for reelection. The Dim lost even after Biden/Ohaha came into the state several times and Ohaha ads ran relentlessly on pricey NY media.

Mother Jones mag reported the real amt of the bailouts was $14 trillion --- the $750 TARP was just a diversion. GANGSTER GOVERNMENT MIGHT SCAM TRILLIONS USING THE MADOFF MO: Madoff created a labyrinth of interrelated international funds, institutions and financial entities of almost unparalleled complexity and breadth......with assets and businesses in miltiple places overseas that hid thievery, money launderering and tax evasion.

Add government fraud to the Ohaha list of crimes.

That’s an interesting question. I don’t know if he would go that far with the 20 billion dollar fund (although he would certainly do everything he could in their favor)- especially since he could just expand the category to favor Dem donors and businesses in districts which are more likely to vote Dem. And if I understand correctly, there is no appeals process for denied claims from Czar Feinberg.

But with regard to the 100 million dollar fund, he makes it quite clear that the fund won’t apply to subcontractors, and that “is an employee-based” fund- so yeah, I think suggests quite strongly that it is intended to favor union employees.
