House Democrats ‘Deem’ Faux $1.1 Trillion Budget ‘as Passed’

Last night, as part of a procedural vote on the emergency war supplemental bill, House Democrats attached a document that “deemed as passed” a non-existent $1.12 trillion budget. The execution of the “deeming” document allows Democrats to start spending money for Fiscal Year 2011 without the pesky constraints of a budget.

The procedural vote passed 215-210 with no Republicans voting in favor and 38 Democrats crossing the aisle to vote against deeming the faux budget resolution passed.

Never before -- since the creation of the Congressional budget process -- has the House failed to pass a budget, failed to propose a budget then deemed the non-existent budget as passed as a means to avoid a direct, recorded vote on a budget, but still allow Congress to spend taxpayer money.

House Budget Committee Ranking Member Paul Ryan (R-Wisc.) warned this was the green light for Democrats to continue their out-of-control spending virtually unchecked.

“Facing a record deficit and a tidal wave of debt, House Democrats decided it was politically inconvenient to put forward a budget and account for their fiscal recklessness. With no priorities and no restraints, the spending, taxing, and borrowing will continue unchecked for the coming fiscal year,” Ryan said. “The so-called ‘budget enforcement resolution’ enforces no budget, but instead provides a green light for the Appropriators to continue spending, exacerbating our looming fiscal crisis.”

I seriously expect them to start ‘deeming as elected’ those officials that don’t win in November.

Ah, no Laz...On the last Friday of October, they will "deem" the election to have been held and no one other than a democrat will have been elected. Obama will give an address to the nation praising the congress for having contributed to the "financial recovery" by making unnecessary the pesky costs of opening polls, counting votes, etc. etc.

Why not? They are accountable to no one but themselves and their minions.

Your post echoes my exact feelings.

WHERE ARE THE REPUBLICANS?

It is past time to just sit there and vote no. It is time for them to lay their lives and careers on the line to save our Republic, but they just shrug, vote no, and act like nothing happened. They are allowing the President to make a mockery of the Supreme Court, they are allowing the Congress and Senate to strip us of our freedoms and burden us with unburdenable debt, and allow the Dems and teh White to lie, smear and destroy everything we hold sacred.

Again, WHERE ARE THE REPUBLICANS?

We need more than Limbaugh, Hannity and Levin to scream about these things on their shows. We need ACTION, and we need it NOW.

Every single sitting Republican, and every person in a position of power in the Republican Party leadership needs to be fired in November. Every single one of them. It’s not just the Dems anymore, the Republican party is now firmly part of the problem, and it must change.

The fact that, after all of the drama over deeming during the healthcare debacle, that they will sit there silent as they pull this unConstitutional act, is unforgivable and flatly, completely unnacceptable. The Republics as a whole should be taking over the floor of Congress over this, and rallying marches in the street.

WHERE ARE THE REPUBLICANS???

This is why, even after all of the outrage of Democrats since the Liar took office, I will not support the Republican Party. They are useless, craven cowards, who need to be in no uncertain terms fired in November, and never reelected to any office, even dogcatcher.

It may be too late, but I am sick and tired of the silence from those who claim to represent us.

So, the Budget was ‘Present’ and they voted that indeed the Budget was ‘Present’?

They just acknowledged that the pieces of paper with writing on them existed? And the motion passed that it existed?

UGH. I am telling you, Congress is going to get its clock cleaned out in November, and the current congress - while a Lame Duck - is going to spend into OBLIVION because they already KNOW they are toast! The upcoming Lame duck session of congress is going to be hugely dangerous for this nation.

On June 30, the Federal EPA cancelled the operating permits for over 125 refineries & chemical plants in Texas. They have been operating over 16 years on Texas EPA permits & all the air tests in Texas show improvement.

And this has also been headline news every half hour, by our "esteemed" newsmedia. [no sarc tag necessary]

Every bill that passes with a 50.1-49.9 vote, given such a lopsided majority of Dems in this Congress, has to be recognized as another theft of American liberties. A blatant admission that the passed bill is nasty and oppressive.

Cover to vote “no” is given to every “unnecessary” vote.

The current budget process was enacted in 1975 or 1976. She's right with respect to the House, since its enactment the House has always passed a their own Budget. Now, there have been a number of times when the House & Senate failed to get a Budget out of Conference Committee, and then had to rely on the House passing a budget resolution, just like last night.

The "deem & pass" aspect is odd as well. I think - but am not positive - that those previous budget resolution were passed on a simple floor vote.
