Chicago Mayor Proposes Tighter Gun Rules

CHICAGO—Mayor Richard Daley proposed a replacement handgun ordinance Thursday that would require gun-owner registration, firearms safety training and a citywide ban on gun shops. But the proposed legislation lacked some of the rigorous provisions that City Hall had previously discussed.

The proposal follows hard on the heels of Monday's Supreme Court ruling that effectively struck down Chicago's 28-year-old gun ban, thus allowing citizens to own handguns in their homes.

The city council is expected to approve the proposed ordinance Friday. The new rules are softer than were under consideration earlier this week. Originally, the Democratic mayor and top aides had discussed requiring gun owners to have liability insurance and limiting citizens to one gun.

"Too many people can easily obtain guns in America," Mr. Daley said at a news conference Thursday on the city's West Side, where gun violence has been prevalent. "It's the most easy thing to get in America. It's harder to get a car license."

The proposed "Responsible Gun Ownership" ordinance would require purchasers of guns to obtain a city firearms permit and then register the weapon with the Chicago Police Department. Gun owners also would have to take a safety class that includes both classroom and firing-range training. Qualified adults would be limited to registering no more than one handgun per month, a provision that gun experts said would curb bulk sales.

The ordinance would limit each house in the city to one handgun that is assembled and operable. Other firearms would have to be inoperable. Also, it would be illegal for owners to bring their guns outside the home.

Daley and his thugs should be willing to abide by their own laws then, right? There’s no need for anyone to be armed outside their homes. Including the Mayor’s bodyguards and police. Just one big happy friendly city.

No, they can have bodyguards. Just not bodyguards armed with firearms. We’ll see just how many people want to be their bodyguards then.

I also then would require all Chicago police to go unarmed. According to Daley, less guns == less crime. Disarm the police, crime has to go down.

Daley needs to be arrested. Imagine if a local or state government decided that in response to the 13th amendment, there would be regulated types of slavery, slavery only during certain hours of the day, a ban on slave shops in a given region.

Would that fly? Hardly. There are NO states' rights when it comes to keeping and bearing firearms. NONE. The right to keep and bear arms is a God-given right, no state can deprive a law-abiding citizen of that right.

State law in Illinois allows you to wear a firearm on your person on your own property and in and on your own business property.

I wouldn't think Daley's special rules are going to fly - can his special kingdom have rules that supercede the rules of the state it sort of resides in?

Can cops have back-up guns? Or maybe they can, but only one sidearm can be operable at a time. The gun in the ankle holster would have to be assembled as the bad guy draws down.

What? Sound absurd? Citizens have no need for more than one operable gun according to this mental midget, so why do cops?

If the permits are not “shall issue” or the registration requires a fee, then both these provisions SHOULD be thrown out in a court.

Ordinary citizens in Illinois may not carry concealed, outside their own property anywhere in Illinois.

Illinois is one of only 2 states without any form of concealed carry, Wisconsin being the other.

Tighter than "You can't have one"? How do you do that? What the hell are they supposed to do, go over to Skokie and steal a few, and bring them back to Chicago and turn them in to the cops?
