Like all tyrants and despots, they need a great boogeyman, someone to blame all the troubles and failures on...so the sheep have someone that's a more attractive target than the dictator to blame for all their problems. In Nazi Germany and Czarist Russia, the Jews served in that role; in the communist dictatorships around the world, Americans and Capitalists got the nod; in the Muslim dictatorships, Americans and the Jews get the role of greater and lesser Satan; in the new leftist dictatorships of Europe and America, they drill down a bit and go after Christians, free enterprise and white males (the latter primarily in America).
All dictators need their boogeymen, Obama and Biden are no exception.
