The Air Force is seeking permission from Congress to shift $215 million out of lower-priority procurement accounts to stock up on spare engines for the F-22A Raptor fleet in the wake of concerns about future availability, according to a Pentagon budget document.
This move is one of many fiscal year 2010 budget adjustments to Air Force, Army and Navy modernization accounts detailed in a 25-page reprogramming action that Robert Hale, Pentagon comptroller, sent to Congress on June 11, seeking to shift funds totaling $1.1 billion in fiscal year 2010 funds from lower- to higher-priority needs.
Funds are required to procure F-22 spare engines, states the reprogramming action. Engine availability models, based on user operational scenarios, indicate a requirement for additional total whole engine spares to sustain the F-22 fleet over its life (~2032). The engines required are initial spares and will be available for use immediately upon delivery to squadrons to maintain unit operational readiness.
The Air Force also wants to shift $69.6 million to modify Project Liberty aircraft, funding DOD says is necessary to complete the retrofit to Phase II configuration and standardize cockpits, according to the reprogramming.
Project Liberty is an Air Force program to filed a fleet of MC-12W intelligence-surveillance-reconnaissance aircraft, launched at the behest of Defense Secretary Robert Gates' Intelligence Surveillance and Reconnaissance Task Force in 2008.
The retrofit and cockpit standardization includes direction finding antenna array for [signals intelligence], laser designator, high-definition cabling and satellite communications, according to the document, which notes the upgrades will also include the additional of a tactical navigation system and a mission planning upgrade.
Funds for these increases would be harvested across a wide range of accounts. Air Force procurement accounts would see a number of reductions, including $150 million from the C-17 program; $71 million from the Global Hawk

Good luck - the motivation for F22 cancelation was treason, so it will also be for cancelation of spare engines. Just my prediction based upon past events!

The decision to cap F-22 production at 184 aircraft (later changed to 187) was made during the Bush administration. Therefore, under your logic, we need to try Dubya for treason.
