Germany's Justice Minister has called on companies to increase the number of women in top positions. On Wednesday, however, the 16 states' justice ministers proposed going further. They want to impose specific quotas for female managers.
The German chancellor may be a woman but in the German business world it is still extremely difficult for women to rise to the top. In companies listed on the German stock exchange, or DAX, women are still trailing their male co-workers on the career path.
This is not a new problem for Germany. In 2001, the Justice Ministry established a governmental commission to develop a Corporate Governance Codex. Many big companies such as Adidas, Deutsche Bank and Siemens now subscribe to the document, which was recently amended to explicitly call on companies to increase the number of female managers in the future.
But while German Justice Minister Sabine Leutheusser-Schnarrenberger, a member of the pro-business Free Democrats (FDP), has faith in the newly strengthened codex, her counterparts in Germany's 16 states are skeptical. On Wednesday, they announced the creation of a study group to examine the possibility of forcing businesses to advance women's careers by implementing quotas.

By the way, I can picture German intellectuals competing with one another to latch on latest liberal wave, making sure they remain on the 'sophisticated side.' In 90's, it was tree hugging. Now this would be a new rage: going around every party and showing how smart you are by deploring how women are underrepresented in business and what a horrendous crime it is, while somehow manange to pepper it with snide America bashing which would also include obligatory Bush-moron remarks.
There are many out there who feel down-and-out and hopelessly fell behind. Then, there are always many suicidal frontrunners. It evens out things a bit.

Let them do it. Turn corporations into a quota battle ground. It is not as if they would care about what we say.
You kinda missed the point. Justice MISTERS! I thought it was pretty funny but I guess I have a pretty warped sense of humor.
Male or Female, I have always have a problem with “The New Boss”.
The one who has no experience. Without that experience, they tend to blow things out of proportion, and take a protectionist stance with their positions.
Mothers tend to do this more frequently. Yes they do.
A mother feels it is duty to play a protectionist role in everyday life. Not to do so would be less than motherly. In effect, the “Rest be Damned!” attitude comes into the foreground.
A man who is father understands the protectionist stance, and will let his guard down around appropriate company, because there is generational experience there. They are more apt at it, because they (We?) have been doing it for a longer time.
This sounds all enlightened unless one of the talented young men in the company who will be passed over for promotion for the next 10 years as they try to equal out the male vs female balance.
