In Joint Terrorism Actions, Treasury, State Designate Harakat-ul Jihad Islami

And Its Senior Leader Mohammad Ilyas Kashmiri

WASHINGTON – In conjunction with the U.S. Department of State’s designation today of Harakat-ul Jihad Islami (HUJI) as a Foreign Terrorist Organization (FTO) and as a Specially Designated Global Terrorist, the U.S. Department of the Treasury designated HUJI’s commander, Mohammad Ilyas Kashmiri, for supporting acts of terrorism and for acting for or on behalf of HUJI. Today’s action against Kashmiri was taken pursuant to Executive Order 13224, which freezes any assets Kashmiri has under U.S. jurisdiction and prohibits U.S. persons from engaging in any transactions with him. The United Nations also took similar actions against HUJI and Mohammad Ilyas Kashmiri today.

As commander of HUJI, Kashmiri provides support to al-Qa’ida operations, including logistical support for al-Qai’da’s terrorist attacks. Kashmiri has supported attacks against Pakistani government personnel and facilities, including the 2009 attack against the offices of the Pakistani Inter-Services Intelligence (ISI) and the Pakistani police in Lahore, Pakistan that killed 23 people and left hundreds injured. He directed the October 2008 assassination of the former commander of the Pakistani Special Services Group, General Amir Faisal Alvi, in retaliation for his role in the fight against militants in the Federally Administered Tribal Areas of Pakistan. He also led an al-Qa’ida-linked cell in planning for the assassination of a Pakistani Army general – a plan that was eventually abandoned due to al-Qa’ida’s strategic considerations.

“Mohammad Ilyas Kashmiri is at the core of HUJI’s efforts to plan and carry out attacks against U.S. forces and our allies. He is responsible for creating a cadre of militants to act on behalf of HUJI and al-Qaida,” said Under Secretary for Terrorism and Financial Intelligence Stuart Levey. “In acting together, the United States and United Nations are today taking another important step in combating the threat that al-Qa’ida and its affiliated organizations pose to innocent people around the world.”

Since 2001, Kashmiri has led HUJI training camps that specialized in terrorist operations, military tactics, and cross-border operations, including a militant training center in Miram Shah, North Waziristan in the Federally Administered Tribal Areas of Pakistan. In January 2009, a federal grand jury in the Northern District of Illinois indicted Kashmiri for terrorism-related offenses in connection with a terrorist attack against the Jyllands-Posten newspaper in Denmark.

HUJI’s area of operation extends throughout South Asia, with its terrorist operations focused primarily in India and Pakistan. HUJI’s relationship with al-Qa’ida flourished after the Taliban’s rise in Afghanistan. It has provided fighters for the Taliban in Afghanistan and training of HUJI members in al-Qa’ida training camps. HUJI has carried out a number of terrorist attacks. In March 2006, HUJI was responsible for the suicide bombing of the U.S. Consulate in Karachi, Pakistan, which killed four people and injured 48 others. HUJI is also responsible for terrorist attacks in India including the May 2007 Hyderabad mosque attack, which killed 16 and injured 40, and the March 2007 Varanasi attack, which killed 25 and injured 100.

He has also attempted to execute attacks in the US and in Denmark, and was indicted by the US in 2009. Although not stated by Treasury, Kashmiri is also believed to be involved in the November 2009 terror assault on the Indian city of Mumbai, in collaboration with the Lashkar-e-Taiba. The three-day-long siege shut down the city and resulted in more than 170 people killed.

Kashmiri is closely allied with the Pakistani Taliban, including the dangerous Haqqani Network. His training camp in Miramshah is hosted in a region administered by Siraj Haqqani, a top Taliban and al Qaeda leader.”

Interpol notice against 2 Pak Army majors in 26/11 case

NEW DELHI: National Investigation Agency (NIA) has secured an Interpol Red Corner Notice against five accused persons, including two serving Pakistani Army majors, for their alleged role in the Mumbai terror strike of 2008.

The Interpol issued the Red Corner Notice after securing a non-bailable warrant from the court Additional Sessions Judge here.

The warrants were issued on the basis of disclosures made by American national and Lashker-e-Taiba terrorist David Headley, who was extensively questioned by the NIA officials in June this year.

The Red Corner Notice has been issued against Major Sameer Ali, and Major Iqbal, both serving in the Pakistani Army, Illyas Kashmiri, an LeT terrorist, Sajid Majid and Syed Abdur Rehman Hashim.

The security agencies have already secured Red Corner notice against Lashker’s founder Hafeez Sayeed and his close aide Zaki-ur-Rehman Lakhvi in connection with the 26/11 attacks that left over 160 people dead.

These people, according to NIA officials, had worked in close coordination with Headly in executing the nefarious plans of the Lashker for carrying out terror strikes in Mumbai.

Self-confessed Mumbai plotter David Coleman Headley testified Tuesday that he was part of an al-Qaida inspired plot to assassinate the chief of U.S. defense contractor Lockheed Martin.

The plot was the brainchild of Ilyas Kashmiri, leader of the Pakistan-based terrorist organization Harkat-ul-Jihad al-Islami (HuJI), and a senior commander of al Qaida’s deadly 313 Brigade.

Headley is the key prosecution witness in the ongoing terrorism trial of a Chicago businessman, Tahawuur Hussain Rana. He used Rana’s immigration office in Mumbai as a cover to scout for targets for the November 2008 Mumbai terrorist strike. Ten gunmen from the Pakistan-based terrorist group Lashkar-e-Tayyiba (LeT) are suspected of being behind the plot that killed 166 people, including six Americans.

Headley has pleaded guilty to his role in the attacks and agreed to cooperate with federal investigators in exchange for evading the death penalty.

Headley told the jury he used Rana’s computer to research details about Lockheed Martin and its CEO for Kashmiri, who was outraged at American drone strikes in Pakistan and wanted to attack the U.S. defense contractor in retaliation.

“There was a plan to kill him because he was making drones,” Headley said.

“We confirm that our Amir (leader) and commander in chief, Mohammad Ilyas Kashmiri, along with other companions, was martyred in an American drone strike on June 3, 2011, at 11:15 pm,” Kashir told the Pakistani news channel, according to The Telegraph.

“The oppressor US is our only target and, God willing, we will take revenge on the U.S. soon with full force,” Kashir said, according to CNN.

US intelligence officials contacted by The Long War Journal said that Kashmiri was indeed a target of the attack, but they could not confirm that he was killed.

“HUJI’s statement is a sure sign we got him, we are pretty confident he is dead but we cannot confirm 100 percent,” one official told The Long War Journal. The area where Kashmiri was killed is under Taliban control.”

The threat was made by a frequent poster on a site where Al Qaeda messages often appear first online in the US, according to Entertainment Weekly.

The individual apparently took offense at a joke made by Letterman on his CBS talkshow, in which the comedian made light of the death of accused terrorist leader Ilyas Kashmiri.

The online commenter wrote: “Is there not amongst you a Sayyid Nosair al-Masri (may Allah release him) to cut the tongue of this lowly Jew and shut it forever.

“He showed his evil nature and deep hatred for Islam and Muslims, and said that Ilyas Kashmiri was killed and he joined bin Laden. We ask Allah to paralyze his tongue and grant the sincere monotheists his neck.””

Ilyas Kashmiri, who has served as the chief of al Qaeda’s military operations and a member of its external operations council, as well as the head of the Harkat-ul-Jihad-al-Islami’s Brigade 313, is said to have met with Hakeemullah Mehsud in North Waziristan, according to Daily Times.
