Won’t hold water. The MMS has already inspected them and passed them all. How can they say that the regulations THEY set in place and inspections THEY say were passed are now somehow inadequate?
I read the opinion. Salazar would have to show how each and every deep water rig poses a imminent threat. The judge stated that the blanket moratorium was arbitrary and capricious. I think Salazar would have to give specific information on each rig.
