Because of urban concentration in the big states, that 13% is worth a lot more. I'd wager that it is worth closer to 20% or maybe more. Throw in the mushrooming "Hispanic" population, which already outnumbers the African-Americans, and concentrate THEM in the big states right next to their fellow Democrats, the Blacks, and you can read the tea leaves every time.

That is way back 30+ years. We had a lot of right wing Cuban immigrants back then. Mexican numbers were small and did they even vote? Besides that our Hispanic immigrants were legal and mostly educated, English speaking and middle to upper class. So more conservative and right wing. It was reasonable to think Hispanic immigrants would vote Republican....back then. Of course the opposite is true today
