But is not the Governor of the state the Commander in Chief of the state’s National Guard?
As such, can she not order the Guard deployed on the border, within her state?
I surmise it is likely a matter of who pays for it.

He did indeed. Bush resented Americans objecting to illegal immigration every bit as much as Obama, right to the point of denigrating them as vigilantes.
So it wasn’t a surprise that his ‘brain’ Karl Rove saw fit to be honored by the racist National Council of La Raza and to give a speech at their annual shindig. The open borders wing of the GOP didn’t spend much effort in trying to hide their disdain for the ‘nativists’ and ‘xenophobes’ and vigilantes back then. Now some, like McCain, are hoping you will forget come election time.
