He doesn't have to file anything with the FCC if he doesn't have any campaign donations, etc. Someone already wrote on this and he has broken no laws or protocols.
That’s not correct. He had to file. The rules state if you raise OR spend more than 5k, you must file. 10.4k filing fee by itself breaches the requirement to file.
