There is always recourse. The executive, legislative and judicial branches are not the government! The people are the government! The former three operate only at the consent of the latter. The people have the final say as to how they will be governed.
The founding fathers made it perfectly clear who is in charge in the Declaration of Independence with the passage:"That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness".
The alternative to noncompliance will be death
What you refer to as compliance is actually capitulation to a tyrannical, runaway government who has no intention of abiding by the Constitution. At that point it is incumbent upon the people to defend the Constitution otherwise they will most certainly face death as all their Constitutional freedoms will have been eliminated and they will be at the mercy of those who have none for their only intention is dominance and power.

Most of what you wrote was, and as in theoretical politically.
I on the other hand extrapolated current events into the future an projected the reality of the present.
Reality is the people have no power. They have allready surrendered it
