No point in reading further. The LAST person to go to for advice on any real world situation is a “scholar,” much less one appointed to the commission by that commie franks.

I did some preliminary research on the institutions represented by the "Task Force". Some I am very familiar with, and for others I looked at their Boards of Directors, mission statements and list of funders:

Project on Defense Alternatives (Left-wing)
Cato Institute (Libertarian)
New America Foundation (Left-wing)
National Priorities Project (Very Left-wing)
National Security Network(Claims to be Centrist, but they're Left-wing)
Project on Defense Alternatives (Left-wing)
Center for American Progress (Far Left-wing)
Peace Action (Very Far Left-wing)
Center for Arms Control and Non-Proliferation (Left-wing)
Institute for Policy Studies (Left-wing)
Taxpayers for Common Sense (Centrist)
Cato Institute (Libertarian)
Center for Defense Information (Centrist-to-Left-wing; clearly opposed to all nuclear weapons).

See any "Conservatives" there? Nope.
