California's political watchdog agency is proposing to fine the Mormon church $5,539 for contributions to help pass the state's gay-marriage ban two years ago.
The Fair Political Practices Commission is scheduled to act on the proposed fine at a public meeting Thursday.
The monetary penalty stems from 17 non-monetary contributions totaling $36,928 that were made by the Church of Jesus Christ of Latter-day Saints within three weeks of the November 2008 election

What are non-monetary contributions? Did they provide dinner for the people working on the Prop 8 campaign?

The Mormons were wonderful during Yes on 8. We manned a table at the Farmer’s Market from our local Catholic parish; the Mormons printed signs, made phone calls, were out fighting tooth and nail.
We must stand together.
I’ve mentioned my problems with the Mormon church before, but I stand beside them on this.

Nowhere in the article does it say what the Mormon Church is accused of doing.

What were they?
I think the issue is that they weren’t reported in the manner required by law, not whether or not they were monetary.
