No you are confused, BP was in charge when the rig blew and oil started leaking, and they are still in charge while the leak continues but when it becomes apparent that the leak will soon stop THEN Obama will be in charge showing he has control over the situation...
(Or at least that was what I was told at my last reeducation camp lecture...)
