My take on this is that he wants to include some climate change funds in the defense budget and then he will start shifting more and more of the defense budget to the climate change side and away from beans and bullets. he has also included climate change in NASA mission and budgets. It is just more shuck and jive. while we are fighting one of his traitorous actions he has 10 others still being accomplished in darkness.
