I think it was zoning by having more than one family living there and not living in the house but in the back yard.

There have been several refugee families from Vietnam in that neighborhood who did nothing but improve the place. There was a legal Mexican family across the street who were wonderful people. I'm glad, at least, that at that time housing prices were high and that my aging parents got a really good price for that corner lot.
