The main reasons people are denied legal entry into this country or work permits is criminal history, or attempting to use false documents. Many who cross illegally cannot get legal paperwork.

Some of that, but mostly they really don’t like the USA, and think it really is theirs to do as they please.
They don’t want to be ‘on a path to citizenship’, they just want to be ‘legal’ for as long as THEY choose to get the benefits of it and come and go as they please.
