The only term used in federal laws for people who come in illegally, or remain illegally, is “illegal alien.” Thus the term “immigrant” is not accurate for them, when referencing federal law.
Calling someone who enters the country by sneaking in illegally an immigrant is like calling a burglar in your house a visitor.
