I think they can’t because of a contract to supply power. However, I’m not sure there is price ranges in the contract. Just what I derived from hearing the interview on Cavuto.

Oh please....cut the power and litigate it in court...4 years latter there may be a settlement for breach of contract. But it will take 4 minuets for LA to apologies, capitulate, drop the boycott and beg for the power to be restored.

Most contracts have clauses in them.

If LA is boycotting Arizona, then that may be sufficient grounds.

Something along the lines:

‘at the request of the customer to not do business with out state...’
