SACRAMENTO, Calif. — Gov. Arnold Schwarzenegger on Friday called for eliminating California's welfare-to-work program, one of the deep cuts he proposed to close a $19 billion budget deficit in the coming fiscal year.
Slashing the welfare program would affect 1.4 million people, two-thirds of them children.
In releasing his revised budget plan, the Republican governor laid out the most severe cuts to health and welfare programs since the state tumbled into recession nearly three years ago. He said cuts to government services over the past few years have done away with the "low-hanging fruit."
"We now have to use the ax to eliminate some of those programs," he said.

Why is it bleak? At least it's a step in the right direction.
A "bleak" budget would be one without any cuts. A "happy" budget would cut public spending 50% or more.

Great point, and it would probably go a long way toward restoring the state’s financial health, but it will never happen in Kalifornia. Eventually they’ll be asking for a federal bailout.
My thoughts for years. Of course the Illegals would just take a chance and send cash which wouldn’t be traceable to a 25% tax like a money order, bank transfer or Western Union . In that case Stamps to mail an envelope south of the boarder should be $20 a pop.

I have said we should tax all money transfers to Mexico and at the end of the year, when they file their tax returns and proved that they had paid taxes on the income in the first place, they get the monies refunded.
