And yet I suspect the real reason for the termination of this program is that the contractor in charge of running the operation has decided it wasn't a very good business model.

There was a story a while back about a city in the southwestern U.S. that eliminated its red-light camera program -- because there were so many illegal aliens driving unregistered cars with fake license plates that they couldn't raise the revenue they expected.
