Since Fukino made a public announcement, and Lingle later made a public announcement of her involvement, it would seem there is, by definition, no conspiracy. They are merely overt illegalities; given the public record, unless I am missing something, motivation is not really a consideration...
The state of Hawaii has the legal, statutory authority to release an unredacted copy of Obama’s COLB. If what Lingle says is true, then she conspired with the DOH to avoid releasing the certificate and made a misleading statement instead.
And why exactly does anyone know that they lied?

Obama's mysterious secrecy about the birth certificate, and all his school records is definitely worrying. However, I refuse to believe a bunch of Republicans helped cover up anything for him...
Did they break their own laws technically? Sure. So what? Who is going to charge them?
None of this is evidence that somehow they were participating in a conspiracy to cover up Obama's birth certificate.
Obama and the US Congress have done, and are doing still a lot more vitally unconstitutional things than violating the "natural born" clause. Look at just the Health Care legislation!
The courts will never challenge his validity--due to the good chance of serious civil warfare....(the 95%+ of blacks who voted for him would not suffer Obama's removal sitting down).
Therefore the only way to remove him in in the ballot box of '10 (by removing a compliant Congress from his grasp) and finally in '12.
It's tilting at windmills to try and remove him on the natural born clause, even if, he indeed is a usurper.

It's been an odd situation... This issue kept coming up so much in the campaign, and again I think it's one of those issues that is simply a distraction from the more critical issues that are facing the country... So I had my health director, who is a physician by background, go personally view the birth certificate in the birth records of the Department of Health, and we issued a news release at that time saying that the president was, in fact, born at Kapi'olani Hospital in Honolulu, Hawaii. And that's just a fact and yet people continue to call up and e-mail and want to make it an issue and I think it's again a horrible distraction for the country by those people who continue this.

I wonder how Governor Lingle imagine that she can get away with saying this?? I imagine that she must believe that she has sufficient political cover from demographic segments. I wonder if this is actually political payback from the women and black demographic segments for leaving them out of the original Constitution. Evidently the law itself is now becoming a "horrible distraction."

No, it isn't. It's essential, especially if he is a usurper, to a) remove him from office with b) as much splatter as possible, so that nobody will ever try this again.
And that means that his co-venturers, like Tom Daschle and George Soros, must be made to share the pains of punishment. Very conspicuous, bitter punishment.
This needs not to be played down -- what, are we all bloodless Rotarians now? -- but played up. This is a challenge to our self-respect by men determined to disrespect us in public, before an audience of billions.
It's table stakes.
