"But who has the capability of going down 5,000 feet to place a device, or whatever? Who? As long as the device sinks, you don't necessarily have to go down there with it. A rudimentary depth charge could be made without too much trouble.

I was too loose with my phrasing. I didn’t mean a person had to go down 5,000 feet. But I think you over-simplify it. Explosive devices with a guidance system are sophisticated devices.
An unidentified vessel would not be able to get very close to the rig without notice.
