This reminds me of that Chinese sub that came up in the middle of the Pacific fleet.

It seems obvious that they are testing our resolve, and taking note of our reluctance to respond.

How is it “not threatening” to let what amounts to an enemy jet get within a thousand years of an aircraft carrier?

These events are basically active reconnaissance missions, seeking to cause the US forces to react. The reaction then is recorded and gives intel to the enemy. We do it all the time as do the Russians Chinese and what have you.

During the cold war, huge Soviet Bear or Bison Bombers greeted every carrier on entry to the Med. Of course, there were always a couple of USN fighters in close trail.

It is called freedom of navigation. Absent hostile intent, like fire control emissions, open bomb bay doors there is nothing to be done.
