He looks to me like what cops refer to as a “buff,” that is, somebody who’s a wanna-be cop. I bet we’ll find that he has tried and failed to join a police force somewhere in his area (probably failed the psychological part)..

He may be a volunteer fireman. Here in Ohio they use the emergency lights to get to the firestation quickly.

Yep, I think you nailed it. I did HR work for a private security company years ago and we’d get 5 or 6 applications from wannabes like this every week. One guy even came in with his own handcuffs, lol.
