Maybe this executive order doesn't mean what you think. This article doesn't say The "Council of Governors" ordered the guard to the border...

I think you misunderstood what I was reacting to.

What I'm angry about is this:

"President Obama signed Executive Order 13528 creating the Council of Governors removing the responsibility of the National Guard from the specific state governors to the Council appointed by the President."

This Executive Order appears to have removed the National Guard from the authority of the 50 state Governors, and put it under the authority of a "Council" which is hand-picked by Obama.

So how did Richardson order the guard to the border?

I have no doubt that Obama will grab power when he can, but this executive order did not prevent Richardson from sending the guard to the border. Maybe he let Richardson get away with taking commanding the guard by himself because he is a Dem.
