There is nothing Obama could do that would force the "Most Ethical Congress" or their partners in crime in the Senate to impeach Obama. He could go on national television and announce he's now selling crack out of the White House and he may receive a sternly worded letter.
The only way Obama and his corrupt administration will be held accountable for any crimes they have or will commit is to put into place a majority Republican House/Senate with a real backbone. Good luck with that happening.

Oh, the irony! Faux-bama and Holder had planned a show trial (in NY) in order to:
1. Embarrass/prosecute President Bush, VP Cheney, CIA.
2. Provide the terrorists with all of the prerogatives of the defense in a civilian trial; including “discovery.”
3. this would inevitably lead to either disclosing intelligence sources; OR, a plea bargain to second degree Mopery, with a sentence of “Time Served.”
Just substitute Faux-Bama for bush, in the above;and Blago for the terrorists.
The phrase “Hoist by his own petard.(bomb)” leaps to mind.
