I beg to differ, it's a hell of a lot more difficult to keep buying off new politicians than keeping the old ones bought.
Maybe true, but the entrenched bureaucracy isn't touched and that's where more of the problem lies.
Term limits is about telling your neighbors whom they may not vote for. I voted for term limits in California solely to get Willie Brown out of the Speakership in Sacramento and it worked. Perhaps it helped the state survive long enough so I could escape.
