The question I have, not having actually researched it much myself, is, are these 'goals' what various politicians believed the communists' goals to be, or are they actually laid out somewhere by the communists and then later obtained by researchers.

Goal #23, however, hints (with a supposed quote) that they may have been written by the communists themselves:

23. Control art critics and directors of art museums. "Our plan is to promote ugliness, repulsive, meaningless art."
