Why weren’t they packing? Louisiana is open carry and permits are very easy to obtain. I almost always packed in New Orleans.

Not in the Quarter. Cops are usually very good at keeping an eye on the tourists in there. Usually.
But being that this is the Chocolate City as nagin says, they (cops) are most undoubtably, Zero supporters. Not to mention SEIU thugs. And might look the other way for a beat down on a republican.
