The El Paso Democrat states in a March 11 e-mail: An audit of the last census found that over 370,000 people living in Texas were not counted, and our state lost an estimated $1 billion in federal funds as a result.

But, statistically, shouldn't undercounts (if there are any) be uniformly spread out around the nation? Or are people in Indiana somehow genetically wired to be less responsive to the survey than people in Iowa?
Plus, congress always doles out the pie shares based on congressional vote buying necessities anyway.
