IRS could tap refunds for health insurance penalties

WASHINGTON, April 5 (Reuters) - The Internal Revenue Service could tap individual tax returns to collect fines against people who fail to buy health insurance as required under recently enacted healthcare legislation, the U.S. tax commissioner said on Monday.

Most individuals are required to get health insurance under the new law, or face penalties that would be phased in over time. By 2016, people without coverage could see fines of 2 percent of their income.

Subsidies would help poorer people buy coverage, and states would set up exchanges to allow individuals and small groups shop for insurance.

People who do not comply would be levied penalties, and if they don't pay them the penalties could be taken out of their tax refunds.

"There has been some insinuation about how we are going to approach our job," IRS Commissioner Douglas Shulman said after speaking at the National Press Club. Under the new law, the IRS cannot seize assets or levy fines, so Shulman said refunds were the most obvious option to collect penalties.

True; but garnishment doesn't start for a while. So far, since the fascist liberals haven't monkeyed with the collections mechanisms yet, IRS doesn't go to garnishment until all other attempts to get the taxpayer to pay the assessed deficiency (plus penalties and interest) have failed. It takes a long time to get to garnishment.

That being said, it doesn't make it any less of a threat in the medium or long term. Thus, tax evasion (i.e., hiding it) becomes a moral imperative.

The real question to me is why is the government being so antagonistic towards the people. Everything you read and hear is about increased taxation, punishment, and their ramping up their forces to deal with the population.

gov’mt does’nt do much well..the more power it assumes..the more obvious that becomes. As we call out goverment for its failures...it gets pissed off at us...

Make sure there is no re fund to tap. I try to never let them use my money. I don’t like a refund.

A certain small percentage of people desire power over others more than anything else. It is a sickness but a lot of those people wind up in government where they consider their fellow citizens the enemy, thus the drive to make life ever more miserable for the rest of us. The people who ideally should be running the government seldom run for office, they are more interested in other things. It has even been said that anyone who really wants to be president should be disqualified on the grounds of insanity!

If we elected the kind of people we should be electing they would not have time to pass new laws as they would be busy for years repealing all the laws that never should have been passed in the first place. We probably have a hundred thousand words of laws and regulations for every one we SHOULD have.

Read Lincoln’s Gettysburg address and try to imagine how long it would be if Obama were trying to say the same thing! It would go on to infinity and he still wouldn’t say anything.
