Private industry is already geared up and launching vehicles and have been for decades.
United Launch Alliance (Lockheed Martin/Boeing) has the Atlas V, Delta IV and Delta II. SpaceX has launched two Falcon 1's and is prepping a Falcon 9 for launch this summer.
The problem is non of these are man-rated.
I wish some billionaire (actually I think they need to sell two seats) would bite at this. A trans-lunar human flight now would be a breath of fresh air and would really spotlight the error of our parochial president regarding U.S. manned space travel.
(Of course the fact that the Soviets/Russians have so far only sent some turtles or mice around the moon (way back in Zond) might not inspire much confidence in a prospective billionaire space tourist.)
