Of course, SEC. 430, Establishing a Ready Reserve Corps. lists in detail the commissioned Regular Corps and Ready Reserve Corps that will be trained up, fired up, lined up and controlled by Obama himself. Naturally the purpose for this army is to stand by in case they are needed at short notice for a national health emergency or emergency response missions. The health bill talks specifically about their routine training, appointment by the President with the advice and consent of the Senate, and other details of service.
The bottom line after reading the details of this section, is that Obama now will have his private army he always wanted. As Saul Alinsky or Hitler would teach, hide behind an expected issue. Shine a bright light over here so you can walk forward with your agenda over there.
It is about a Health emergency….isn’t that ok?
In the history of our country, have we ever had such a massive, national health emergency that we needed a militia/military reserve ready to pepper the country and control things? No!!!

I’m not convinced, that this is the same as the army of brownshirts “as well equipped as the military” that Obama threatened during his campaign. I’m not sure what it is, though.
It also says they will “backfill” for shortages. This means when the doctors do leave the field Obama will deploy his Obamacorps medical and emergency response army.

BTW: Did you know that IRS agents are not legally required to give you their *real* names? And many have not, and do not give their real names, as a regular practice for decades?

I believe medical personnel will be obligated to serve for a certain period of time after they graduate if they take the federal government’s loans for their education. These medical personnel will also include PSYCHIATRISTS. I really don’t think I want a psychiatrist hand-picked by The One tinkering around in my brain, and deciding if I was sane or in need of some “therapy.”
That’s what Level One trauma centers are for. They have regular drills in order to prepare for disasters and there is usually at least one in every major city or metropolitan area.

I anticipate that they will deputize/militarize urban criminal gangs and previously marginal freaks and losers like the Black Panthers, SEIU and the moveon finger biter types. The Public Health Service (The Surgeon General is a real live, honest to goodness General BTW) has around 6,000 officers in 42 subdivisions. They support, among others, the Coast Guard, the NOAA Commissioned Corps and the Indian Health services.
They are doctors, nurses and other health care professionals NOT gun toting goons.
They can be ordered into areas with a “Health crisis "(think plague) where regular providers might refuse to go.
The expansion is akin to a larger National Guard type of part-timers. Something long overdue - should a ‘real’ plague break out.

Officers of the PHS are classified as noncombatants, unless directed to serve as part of the armed forces by the President or detailed to a service branch of the armed forces.
Members of the PHSCC wear the same uniforms as the United States Navy with special corps insignia and hold ranks equivalent to those of naval officers. Officers of the PHSCC receive their commissions through the PHSCC’s direct commissioning program.
The NOAA has just such a corps for ocean survey work.
