He had a birth certificate from somewhere, in order to go to kindergarten, get a driver’s license, get a passport, etc. If it was neither a Hawaii nor a Washington one, that leaves very little way of saying it was a US BC, since those were the only 2 states in the US where Ann spent time.

This would only rule out King County in Washington under those two names. I’m assuming she was staying at Mercer Island or Seattle at the time she had or received the baby. The baby might still have been born elsewhere in the state or to another mother.
