You don't have to buy auto insurance, you only need it if you are driving on public roads. If you own a farm and have a vehicle used only on your property, you don't need it. Lots of friends have plow trucks for their properties, and don't need it. To fuel, they fill up a drum and syphon it into the rig. Don't even need to register a vehicle if they're only used on your property.
Furthermore, when were 16,000 additional IRS agents hired to enforce insurance laws?
