Sounds like a crime to me.

What would happen to a taxpayer who shredded their financial records to avoid answering to the IRS?

All the shredders need to serve prison time, and all the people whose documents were shredded need to be exonerated immediately.

I'm sure it's a crime. Off the top of my head, it sounds like: Obstruction of Governmental Administration,Official Misconduct and/or Tampering with public records.

not sure about the shredders themselves but who ordered it. Some one or group of people had to sit down and make a decision.

And not just that one guy that ordered it. I doubt he came up with the idea himself.
