By ‘green economy’ do they mean one where most of the population is unemployed and therefore closer to being ‘carbon neutral’?

India and China were also "both being very proactive" in pursuing low-carbon technologies. Except is was difficult to see these low-carbon technologies through all of the smog from their coal-burning power plants. LOL!

...an alarming picture of global poverty...
The opposite of poverty is PROSPERITY.
To get rid of poverty we must stop subsidizing it.
Let people work. Then let them keep what they earn so they can solve their own problems.
There is no simpler social program than that.

On a bigger scale, Achim Steiner, executive director for the UN Environment Program, said Africa should stop being a "mine" for rich countries and instead turn over its natural resources to sustainable industries That's a good one. Let's sacrifice people (keep them impoverished) so that we can save the planet. I guess each religion has its core beliefs and gods.

They called on the United States and other rich countries to show leadership, for example by placing a loaded .45 to their collective foreheads and blowing out their economic brains,
by submitting to our world wide carbon tax.Lest anyone think my post too violent sounding, in these days of democRAT panic and paranoia, THIS IS MERELY RHETORICAL! ! !

Video-linked panels in New York, Monaco, Mexico City, Beijing, London, Nairobi and New Delhi painted an alarming picture of global poverty Yes because of Socialist dictatorships and Islamic theocratic disputes that even pit different muslim believers against one another.

Their approach makes sense; No industry or economy, no growth, means lots of grass, brush and wild trees to reclaim the land.
Which means it will be a damned sight “greener” and the “Progressives” can all hold hands, dance in the sun and eat daisies.
