The article said that there were two parliamentary problems with the bill, but it specified only one: something to do with Pell grants.

A good thing. The GOP is fighting this every step of the way. They’re forcing the opposition to vote for it multiple times. While it probably won’t result in a change in outcome, it does force the opposition to buy off on it again and again and again. It also seals the impression in people’s minds that the GOP are the ones fighting this.
Good! And keep it up! Insert every stinking inconvenience possible and make it run into the darkest
hour whenever possible.
