The last line really stood out to me:
"Here we are, trying to revitalize the waterfront and make this city whole again, but people who live here can't even find something decent to eat. Where's the justice in that?"
And that, folks, is where it's at. This is exactly what the Spanish philosopher Jose Ortega y Gassett had in mind when he wrote The Revolt of the Masses. The world has become so complex for this person that she can't figure out the "injustice" of why there's no food for her at a high-quality grocery store within walking distance.
