It is propaganda.
Real threats are dealt with quietly and without fanfare. If one is in real fear for their situation, one doesn’t broadcast one’s precautions.

BTW whenever I hear BO give a speech I hear Hitler's Nuremburg address in the background. Some enterprising radio producer should mix the two together sometime and see what happens in the MSM
