My history is a little hazy. How many member states in the old CSA?
Not enough. But I think it was 11.
New York City was also full of southern sympathizers, but for reasons due more to economics than politics.
There were also pockets of Union sympathisizers in the Confederate States, notably Virginia (the parts which became West Virginia), Tennessee (Knoxville area) and North Carolina (Greensboro area).
13 from the CSA perspective.
