Amendment to let States block Congress Tax & Spend

I propose an Amendment to allow 60% of the States block acts of Congress that tax or spend or print money.

The key is to get something that will fly in 38 states. I'd like to aim for further reaching limitations on Congress, but if we could get just this then we could stop ObamaCare.

That brings up an interesting point. If states already have healthcare programs, will they be required to pay into the federal system even though they won't use it? What about the military? Are they going to be taxed for a system they won't use?

I'm sure congress exempted themselves from the taxes.

Do you really think that 67 Senators and 290 Congressmen will vote in favor of such a limitation on themselves?

That was basically the original intent of the Senate. Senators used to be appointed by the state governments (or governors, I forget which off hand), but they represented the interests of the states. The members of the House were elected by the people to represent them more directly.

The founding fathers really knew what they were doing!

Short of a Constitutional Convention, yes. There is only one way to pass an amendment.
