If someone were looking to purchase a revolver (.357 or .41 Mag) or a semi (9mm or 45) what would you recommend? Budget < $700.00.

Yes. Very Similar to S&W.
I’m no expert. I only own one. I like the Springfield XDm 9mm semiauto.
If automatic, and you want a 1911 A-1 type .45ACP, go with the Taurus. If you want a double action semi auto, a Springfield XD, or XD(M)[depending on state] in either .45 ACP, 9mm, or 40 S&W should do ‘er.
The above comes with two provisos. If the handgun is to be used by a woman, consider a .38 special on the revolver, and go with the 9mm on the semi. If the shooter[s] lacks experience in shooting, you're better off with a revolver.

For semi-auto CCW...Glocks, XDs, M&Ps, Rugers, Sigs, H&K, Berettas, etc, etc. A lot of good guns out there. Glocks, XDs and Rugers are likely best on the price.
I carried the C9 for several years as security and personal protection officer (aka bodyguard) and never had problem #1. Made in the USA, inexpensive, reliable, albeit a bit bulky. I hear the carbines are nice, too.

+1 on the 1911 in .45, but I’d also suggest the Beretta PX4. I’ve got one in 9mm (around $550). It’s never failed to shoot and everybody who tries it loves it (including gun snobs). It fits like a glove and it’s good looking to boot.
Otherwise I’m partial to Sigs, but they’re more expensive. The Springfield Armory XDM series has a good reputation, they’re in your price range, and they’re not as ugly as Glocks.
Guns are tools, but I also think they can be works of art too.

I would go with the Ruger GP100 or the glock .40. Both will come in under your budget but I would spend the rest on ammo to practice with.
Assuming concealed carry is not an issue...
For revolvers, I’m a S&W fan.
In .357 it’s hard to beat the L-frame series of guns.
In stainless, the 681 & 686 or in blued steel the 581 & 586 models. I’d recommend an older used one without the side plate lock. Accurate & reliable guns that can absorb a steady diet of full power magnum ammo or shoot .38 special from wild to mild.
I personally like the .41 magnum in S&W’s either model 57 or 58. But like others have said, you need to handload to fully appreciate the cartridge.
For semi-autos there is almost too many to talk about. Even though I don’t particular like how they feel, it’s hard to go wrong with a 9mm Glock. Decently accurate, reliable as a hammer, easy to maintain and generally pretty cheap.
The S&W MP in either 9mm or .45 is another good choice. I’m really pleased with mine in .45acp. Both accurate & reliable with factory ammo and handloads and feels much better in the hand to me than the Glock counterparts.
But, you might also check out the Sig P220. In some areas killer deals can be had on police department trade-ins. It’s how I got mine. Like new condition, accurate, reliable and was under $500 bucks with three mags, box and paperwork. Don’t think mine saw much time in a holster. Still like my S&W MP better but this was a lot of gun for the money. Only down side is like the model 1911, it only has 7 or 8 round magazines vs the S&W 10 rounders.
