What exactly is the “rules committee” deciding here . . . other than to beat up Paul Ryan?

Riddle me this. Why are we at this late date arguing over Paul Ryan’s plan?
Isn’t this the rules committee meeting to be deciding the rules for the debate?

Nothing- but it doesn’t matter. Ryan is worth a dozen of them! He can think and talk circles around them ALL.

Seems to me the Rules Committee is trying to squash the Ryan's proposal and make sure the R's continue to look like the party of No without a plan.
Problem is...Ryan knows his plan....well!
