Democrats plan doc fix after reform -- leaked memo attached, Politico (adds $371B)

Democrats are planning to introduce legislation later this spring that would permanently repeal annual Medicare cuts to doctors, but are warning lawmakers not to talk about it for fear that it will complicate their push to pass comprehensive health reform. The plans undercut the party's message that reform lowers the deficit, according to a memo obtained by POLITICO.

Democrats removed the so-called doc fix from the reform legislation last year because its $371-billion price tag would have made it impossible for Democrats to claim that their bill reduces the deficit. Republicans have argued for months that by stripping the doc fix from the bill, Democrats were playing a shell game.

“Most health staff are already aware that our health proposal does not contain a 'doc fix.' … The inclusion of a full SGR repeal would undermine reform’s budget neutrality. So again, do not allow yourself (or your boss) to get into a discussion of the details of CBO scores and textual narrative. Instead, focus only on the deficit reduction and number of Americans covered,” the memo, sent Thursday to Democratic staff, said

I saw an interview w Greta VS and Sen Landrieu about this very issue. Greta kept asking, "why wasn't this (the Doc Fix) factored in with the total cost of the bill? Is it because it would take you over the 1 trillion mark?"

Landrieu balked and talked in politiko-speak...she had no serious answer, but maintained a brave face. They're truely trying to pass this with smoke and mirrors.

I am certain there are people inside the Democrat Party and the liberal media who want to scuttle this, because they know it is going to end up exiling them from power for a couple of generations. Hence I think the leaker was a loyal Democrat.

guess their back up to the $1.2 trillion bill dear leader proposed...and that’s probably just half of it...

does the GOP have any recourse with the CBO??? Can they go back to the CBO with this and demand a retraction, recalculation, statement from the CBO???

The current Senate bill is viable until the end of the 111th Congress, which means the end of December 2010.

IOW, they can keep trying until then, and we need to keep in mind that there will be a lame duck session potentially between Nov 3 and the end of December. There should be a large number of Dims who will have lost their seats but can still vote to hose us during that session.

I agree. The blurb I posted comes from the Politico who didn’t point that out... of course. The bold letters which highlights the Dem Cong talking points as to avoid the BS CBO score and spout the BS deficit reduction...is the meat of the post.

Docs can only give away so much charity care and medicaid, which is basically the same thing.

You misunderstand the situation, Docs can overcharge you and me to pay the differential loss on Medicare procedures. This is legal because doctors and hospitals were granted an Anti Trust exclusion. Strip this away, and they would have to publish one schedule for all procedures. This would allow those paying cash, to pay the least for healthcare. As it is now, cash payers pay the most.
