Ironically, two groups of residents would be declared exempt from IRS enforcement measures, according to the Republicans: One is illegal immigrants who aren't supposed to be included in the insurance exchanges in the first place. The other consists of people who are incarcerated.

Another group are the Amish and Mennonites who do not believe in public insurance. They are even exempt from Social Security.
These added IRS agents are also going to enforce the VAT Tax or National Sales Tax. Most people don’t know that the New IRS regs in place require credit card companies to issue 1099’s next year for the total amount purchased on the card.
Just one more move toward closing the door on freedom.

When I was in university some of my friends bought car insurance from some indian reservation based company. Basically these guys setup a scam where you would get a proof of insurance but in case of incident they would not pay anything. Best part the whole thing cost about $15 a month. I assume that being based on reserve shielded them from prosecution in some way. Might see stuff like that popping up more and more for healthcare “insurance” as well

They plan to shoot up the non-compliant. The Communists believed you had to kill off 20% of the population to achieve Communism. With the outrageous taxes on tobacco there is a huge opportunity to expand the black market too.
