How come if you apply for a job in the private sector, they don't ask for race and all gov. applications you have to state your race?

I did that ten years ago. Somehow, the Census Bureau got hold of my phone number and called my house to find out what race I was. I wouldn't tell them. The census worker explained that they had to know my race. I replied that it was a violation of the Civil Rights Act to take race into account for any actions I did, and that included filling out a census form. She finally gave up.
I did the same. Besides, we have precedent. I recall the child-president's race shown on the fake COLB was "African".
If the census people follow up with a request for clarification, I'll tell them that since my wife and I were born here our "race" is properly "native American".

I thought all the libs agreed how terrible it was to ask the slaves if they were negro back in the 1810 census and the census during those times. Is it ok for them to make assumptions and decisions on race now?
